DCPOC Membership Meeting — November 12 at 6 p.m. and Proposed Bylaw Amendments

The meeting will include discussion of four proposed amendments to DCPOC’s bylaws. The attached document, “DCPOC Proposed Bylaw Amendments — November 2026 Member Review,” contains the proposed language, plain-language explanations of what would change, and the reasons for each proposal. It is also available on the DCPOC website.

The proposals would:

Address compensated transfers of beach access or use rights. Require DCPOC’s express written consent before a property owner grants, sells, licenses, or otherwise purports to transfer access or use rights in Blocks M and N to non-owners for money, goods, or other consideration.

Address owner responsibility and enforcement. Hold an owner responsible for fines or sanctions imposed on DCPOC because of that owner’s violations, address recovery of related legal expenses, and reaffirm DCPOC’s right to pursue available legal remedies.

Eliminate the August membership meeting. Retain the February, May, and November regular meetings, with February remaining the annual meeting.

Simplify meeting notices. Remove the print-publication requirement and the requirement to post agendas 15 days in advance, while retaining direct notice to voting members, website posting of meeting notices, neighborhood signs, and notice to the City.

No vote on these amendments will be taken at the November meeting. After considering member comments, the Board will distribute the final proposed amendments before the February 18, 2027 annual meeting, when they will be submitted to the voting membership for approval.
